EU PPWR for Flexible Packaging: What Food Brands Need to Know

PPWR may look like another wall of EU legal text, but for food brands it quickly becomes a pouch, label, cost, and timing question.

The EU Packaging and Packaging Waste Regulation sets new rules for packaging sold in the EU. Food brands must review recyclability, materials, PFAS, recycled content, labeling, packaging weight, and compliance documents.

The good news? Brands do not need every answer today, but they should start asking the right questions.

What Is the EU PPWR and Who Does It Apply To?

When customers first ask me about PPWR, their biggest worry is simple: “Does this rule actually include my packaging?”

PPWR applies to all packaging placed on the EU market, whatever its material or country of origin. It can affect food brands, packaging manufacturers, importers, distributors, suppliers, and online sellers.

PPWR Supply Chain

The PPWR is officially called Regulation (EU) 2025/40 on Packaging and Packaging Waste. It entered into force on February 11, 2025, and applies from August 12, 2026.

Unlike the previous packaging directive, a regulation applies directly across EU Member States. This should create more consistent rules, although local registration, fees, and waste systems may still differ. The full scope and application dates are explained in the official PPWR text.

It covers more than European packaging companies

The PPWR covers all packaging placed on the EU market. That includes a stand-up pouch made in China, filled with coffee in another country, and later imported into Germany.

In other words, where the pouch was made is not the main question. The important question is: Will this packaging or packaged product enter the EU market?

I often meet food brands that assume their importer will handle everything. The importer certainly has important duties, but that does not mean the brand can ignore the packaging specification. Documents, artwork, material choices, and testing usually require cooperation across the whole supply chain.

There is another detail many brands miss. If packaging or a packaged product is made under a company’s own name or trademark, that company may be treated as the “manufacturer” under the PPWR, subject to limited exceptions for certain micro-enterprises.

That word matters. Manufacturers must prepare technical documentation, complete the required conformity assessment, and issue an EU declaration of conformity. Suppliers must provide the information needed to support this work.

So, PPWR compliance is not a certificate that one company can simply pass down the chain. I see it more like a relay race. The packaging supplier, food brand, importer, and compliance team each carry part of the baton. If one person drops it, the whole project slows down.

What Are the Key PPWR Requirements for Flexible Food Packaging?

Flexible packaging looks simple from the outside, but one pouch may contain films, coatings, inks, adhesives, a zipper, and a valve.

The main PPWR requirements for flexible food packaging cover chemical safety, recyclability, recycled plastic content, packaging minimization, compostability, labeling, technical documentation, and extended producer responsibility.

PPWR Requirements

After more than ten years in flexible packaging, I have learned that regulations rarely affect only one part of a pouch. Change the film, and the barrier may change. Change the thickness, and the seal may change. Change the label, and the artwork may need to be rebuilt.

That is why I prefer to view PPWR as a timeline rather than one large deadline.

The exact dates for some requirements depend on future delegated or implementing acts. Brands should therefore follow both the regulation and later European Commission updates.

PFAS requires immediate attention

From August 12, 2026, food-contact packaging cannot be placed on the EU market if PFAS reaches or exceeds the limits in Article 5:

  • 25 ppb for any individually measured PFAS;
  • 250 ppb for the sum of measured PFAS; or
  • 50 ppm for total PFAS, including polymeric PFAS.

The European Commission’s June 2026 guidance also explains that there is no special period for using up non-compliant PFAS stock placed on the market after August 12, 2026.

For food brands, this means checking films, coatings, inks, adhesives, and other relevant components with suppliers. A simple statement saying “food grade” may not answer the PFAS question.

Recyclability becomes more measurable

The PPWR says all packaging placed on the market must be recyclable. However, the detailed design-for-recycling criteria are still being developed.

According to the Commission’s 2026 guidance, manufacturers should follow the existing packaging recycling requirements and related standards until the detailed PPWR criteria apply. The future system will grade packaging as A, B, or C. From 2038, grade C will generally no longer be enough.

Less packaging—but still enough protection

By 2030, packaging must use only the weight and volume needed to perform its job. False bottoms, unnecessary layers, and designs created mainly to make a product look larger may cause problems.

But “less packaging” does not mean “make every pouch thinner.”

A snack pouch that becomes too weak, leaks during transport, or allows the food to go stale creates more waste, not less. Product protection, shelf life, sealing, transport strength, and food safety remain valid performance needs. Brands should document why a certain structure and thickness are necessary.

How Will PPWR Affect Packaging Materials, Recyclability, and Labeling?

This is where PPWR stops feeling like a policy document and starts sitting beside the designer, buyer, and packaging engineer.

PPWR will encourage simpler, recyclable structures, verified recycled content, clear material labels, and supported environmental claims. However, mono-material packaging is not automatically compliant, and multilayer packaging is not automatically banned.

Recyclable Packaging Materials

One common misunderstanding is that PPWR bans every laminated pouch. It does not. The regulation focuses on whether packaging can be collected, sorted, and recycled into useful secondary material.

The final design-for-recycling criteria will consider the complete packaging unit. That means the main film is only part of the story.

A zipper, degassing valve, barrier coating, metallized layer, adhesive, printing ink, or label may affect the final recyclability assessment.

Material decisions need balance

Mono-PE and mono-PP structures are often considered because they can fit more easily into a single plastic recycling stream. Still, using one main polymer does not guarantee a passing recyclability grade.

The complete structure must be assessed. A pouch must also continue to protect its contents.

I once discussed removing a metallized barrier with a snack brand that wanted a “greener” pouch. The idea sounded easy on paper. However, oils, oxygen, light, and moisture do not care about marketing plans. If the new pouch cuts shelf life and creates stale food, we have solved one problem by creating another.

The right choice depends on the food, required shelf life, filling method, transport conditions, and markets. Coffee beans, oily pet food, dry supplements, and potato chips do not need the same barrier.

Recycled content targets will affect plastic sourcing

For contact-sensitive plastic packaging where PET is not the main material, the PPWR sets a target of 10% post-consumer recycled content by 2030, or later if the linked implementing act delays the start. This rises to 25% by 2040.

For contact-sensitive packaging mainly made from PET, the targets are 30% and 50%.

These percentages are generally calculated as an annual average per manufacturing plant and by packaging type and format. They do not always mean that every individual pouch must contain exactly the same percentage.

There are also exemptions. For example, recycled-content targets may not apply where the recycled material would create a health risk or cause the packaging to fail EU food-contact rules.

Food safety comes first. Brands should not request recycled resin for direct food contact without checking its legal approval, source, traceability, and intended use.

Labeling will become more consistent

From August 12, 2028, or 24 months after the relevant implementing acts take effect—whichever is later—packaging must carry a harmonized label showing material composition for consumer sorting.

The label will use pictograms. It must be visible, easy to read, and firmly attached or printed. A QR code may provide extra sorting information for separate components.

Showing recycled or bio-based content is generally voluntary. However, if a brand chooses to show it, the claim must follow the EU format and calculation method.

I would avoid filling new artwork with homemade recycling icons too early. Reserve some space, follow the official label design when published, and keep claims specific. “This PE pouch contains 30% certified recycled plastic” is clearer than a large green leaf saying “planet friendly.”

How Can Food Brands Prepare for PPWR Compliance?

The easiest way to make PPWR expensive is to wait until the artwork is approved and thousands of pouches are already ordered.

Food brands should audit every packaging format, identify their legal role, collect supplier documents, test recyclable alternatives, prepare artwork space, review environmental claims, and check EPR registration in each market.

PPWR Compliance Preparation

At Zhongyuan Packaging, the first question I ask is not, “Which recyclable pouch is cheapest?” I ask, “What are we protecting, for how long, and where will it be sold?”

That short conversation can prevent a long list of problems later.

1. Build a packaging list

Create one row for every pouch, sachet, rollstock film, label, box, and transport pack.

Record:

  • Product and SKU;
  • Countries where it is sold;
  • Pouch type and dimensions;
  • Full material structure;
  • Weight and thickness;
  • Zipper, valve, window, label, and coating;
  • Food-contact layer;
  • Required shelf life;
  • Current recycling claim;
  • Supplier and supporting documents.

Do not group different structures together simply because they look similar. A transparent PE pouch and a PET/VMPET/PE pouch may use the same artwork but behave very differently in recycling.

2. Confirm who holds each responsibility

Speak with your EU importer, distributor, EPR service provider, and legal adviser. Confirm who is treated as the manufacturer, importer, and producer for each sales route.

Selling through an importer is different from shipping directly to consumers in several EU countries. Direct online sales may create registration or representative duties in more than one market.

3. Ask suppliers for evidence

A useful PPWR document file may include:

  • Complete material composition;
  • Weight of each packaging component;
  • Food-contact declarations;
  • PFAS test results or supporting declarations;
  • Heavy-metal compliance;
  • Recycled-content source and calculation;
  • Recyclability test or assessment when available;
  • Packaging minimization records;
  • Batch identification and traceability;
  • EU declaration of conformity where required.

A logo or short “recyclable” statement is not the same as technical evidence.

4. Test before changing the whole range

Start with one or two high-volume packaging formats. Produce samples and test sealing, drops, compression, leakage, barrier, filling speed, opening, and shelf life.

Mono-material films can behave differently on packing machines. A material that works perfectly for one customer’s coffee pouch may wrinkle, stretch, or seal poorly on another customer’s line.

Small trials are cheaper than large surprises.

5. Prepare the artwork carefully

Leave room for the future harmonized material label and possible digital code. Review every recycling, recycled-content, compostable, and environmental claim.

Under PPWR, environmental claims about regulated packaging properties should go beyond the legal minimum, state which part of the packaging they cover, and be supported by technical documentation.

“Recyclable pouch” can also be misleading if only the main body is recyclable but the valve or label causes problems. Clear wording builds more trust than a forest of green symbols.

6. Keep watching the technical rules

Several important PPWR details will be set through later EU acts, including design-for-recycling criteria, assessment methods, recycled-content calculations, and label designs.

Create a review point before every major packaging order or artwork change. Also check the current national requirements in each sales country until the harmonized EU systems fully apply.
